First Fix to Final Certificate

An extension can be the ideal time to assess the rest of the installation. Sometimes the existing wiring can be retained; sometimes targeted upgrades or a partial rewire make sense; and on larger renovations a full rewire may be more efficient than disturbing newly finished rooms later.
